Need new batteries? Going from 12V to 18V or 6V to 12V? Wiring Questions?

Hello,
I am trying to restore this jeep for my grandson. My question is and with the risk of sounding silly asking it, here goes!
Is the key/housing that seems to be missing on this vehicle, required to power the vehicle or is it solely operated by the pressing of the foot pedal? I'm just trying to determine if there is a wiring harness missing, that might need to be in place to operate the vehicle or is the key/housing there just for cosmetic purposes? Thanks in advance! :D

The key on the dashboard is cosmetic. You should have a fwd/rev switch and a high/low switch along with the foot pedal switch.
