John Deere tractor: Battery is fully charged at 13.2V, but tractor does not move when accelerator pedal is depressed.

Accelerator pedal was removed, and harness wires taken off. The harness was checked: battery red to switch red has continuity. and battery blue to both blue and white that come out of the body show continuity. So far, so good.

The wiring puzzles me, two switches sharing a common power, and two neutrals side-by-side. If someone knows why the wiring is that way would appreciate an explanation.

There are two switches: switch 1 has red jumpered to pole 3 then there is blue/2 and white/1 from the harness and 3 is jumpered to 2 on switch 2, and 3 is the red harness from inside the tractor. I tested for continuity between 3-2 and 3-1 but both are open on both connectors.

The likelihood of both switches failing the same way seems low, so am questioning my test method.

Is there another way of checking whether the switches are good or bad?
