Use a DVOM reading voltage, hold the gas pedal down, put your ground lead on the battery and then the power lead, start tracing from the battery, to the pedal, to the shift switches, to the motors, and so forth until you find the place where you are losing your power. It's unlikely for both motors to go bad when you are testing in "high". If you are testing in "low" or "reverse" then one bad motor (or connection) would keep both sides from working.
