Hi, just put my hands on a second hand Kid Trax police car.

Reverse and both speed work but only the right motor produces torque on low speed and reverse. I can easily stop the wheel from spinning, whereas the other wheel works fine. On high speed, both wheeI have power (cannot stop them by hand).

The suspicious motor is not the same as the other one and the wires were spliced. It looks like it was replaced, maybe by one from another brand or application.

No suspicious noise from the gearbox.

I believe that low speed has motors on series rather than parallel. I am wondering if this is normal or there is something wrong.

If, when in low/rev, you can grab the wheel that is spinning and power is transferred to the opposite wheel then yes, it's normal. You are correct about the series circuit in low/rev. In those positions the power will transfer to the motor/gearbox/wheel of least resistance.
