Down a pinion tooth=more speed?

Simply that, dropping a tooth size on the pinion gear, will it provide more speed?

No, the opposite... That's why the vehicles with the large (15-15.5") tires have 15-16T pinions and the smaller ones have 19T or higher.

Larger is faster. Assuming you have 7R gearboxes which are the only ones capable of using a specific variety of pinion sizes.
